This mural features one of this neighborhood's most beloved characters, Father Rahm. Father Harold Rahm was known as the "bicycle priest". He was known for riding his red bike around Segundo Barrio trying to forge peace and harmony in an area riddles with gangs. He spoke to everyone and treated everyone with grace and mercy. He also brought attention to the issues that came with the substandard housing in South El Paso, pushing the authorities to improve people's living standards and health. He served in El Paso for 12 years, from 1952 - 1964.
