In 2021, transitioning into 2022, Lukas Kasper began a six-month full-time mural artist contract with Wodonga City Council. During this period, he was responsible for building each project from the ground up, including paperwork, permits, designs, confirmations, paint sourcing, the actual painting, and all other duties necessary to create and facilitate a large-scale mural project. One of the murals he created during this time was "Flow," which became one of the ten murals in town.

The mural was painted on the "Waves Swim Centre," with the wall being mostly visible from the road. Lukas decided to paint a large, flowing shape in the form of a wave, designed to be clearly noticeable from a distance. On closer inspection, eyes, teeth, flowers, stairs, and other elements inspired by his mental health-related imagery emerged.

Painting murals with an abstract nature not only helped the artwork stand out but also encouraged viewers to interpret the mural in various ways, sparking meaningful discussions. One group of students pointed out something Lukas had not noticed before: they thought the design resembled a whale, which he loved. The more one looked at the mural, the more details emerged, yet at a glance, it could also be seen simply as a wave—exactly the effect Lukas hoped for.
