This piece is pure italian history: It jeans "Balbo, you've flown over the Atlantic, buy couldn't get over the Parma". The Parma is the river that flows in Parma, and the phrase was repeated in bars and inns starting from 1922, when the people of Parma managed to repel the fascists that were trying to get inside Oltretorrente, the rebel neighborhood of the city. Balbo was an important fascist gerarca (hierarc), famous for his transatlantico Flight, and tryed and failed to conquer Oltretorrente in 1922. Citizen and Arditi del popolo fought him and his goons with barricades and won even if in the end Fascism took over the whole country.
