In 2013, local artists spontaneously decided to honour the late Mayor Joy Baluch AM (10 October 1932 - 14 May 2013). Creating the portrait overnight, the mural was unveiled as a surprise to the community the following day.

Port Augusta’s Mayor for 29 years, Joy Baluch was widely respected due to her straight talking manner. strong will, and compassion. Her sense of humour, down-to-earth manner and colourful vocabulary made her well-liked.
