Waaia is a small rural town in North Victoria. It has a long history of dairy farming. The mural is showing Fresian Cows waiting in the yard to go through and be milked.
This is a cold morning scene, so you can see the steam rising from the hot back of the brown Kelpie herding dog. Also the cows' breath is steam in the fresh chilly morning air.
