This mural is on the ear of St Margaret's Primary School in East geelong. The mural itself is on the exterior of the building and is on public land. You can see it from a road that leads to the nearby recreational reserve.

However, it is a school. Privacy should be respected if anybody is on campus. I would recommend looking for the mural on weekends or school holidays.
