The Stratford water tower was painted by Matt Adnate based on a design by Alice Pepper, an artist with cultural connections to the Gunai, Yorta Yorta/Mutti Mutti, Gunditjmara, and Arrernte peoples.

The artwork is titled Cultural Flow and depicts ancestors gathering by waterways for ceremonies, knowledge sharing, and cultural traditions.
