Alcyone and Ceyx were happily living in Trachis, in which there were also kings. They were so in love that they were calling "Zeus" and "Hera" one another. This fact enraged Zeus, who killed Ceyx with a thunder storm, and Alcyone who couldn't bare this, killed her self. After that, out of compassion, gods transformed them to kingfishers (Alcyones).
Now Alcyone is sitting on Eros' bow, maybe looking at him with anger, maybe begging him not to throw another arrow, maybe asking why all this happened, or, maybe, thinking that she is not regretting any of this and she now understands the divine plans.
And, maybe, he is looking at her feeling sorry, or even tired by the burden of his task, but still, determined to do it again, as this is his nature.
Who knows.
