Phlegm
UK artist Phlegm has painted a fish being used as a safe harbour by boats being crewed by his quirky characters. This is a reference to this area of Dunedin being built on reclaimed land that's once part of the harbour. Phlegm has used a very thin wash of blue paint to make the fish look like its swimming and the boats sailing. There is also a 'steam punk' submarine.
