Manfred Billinger (1953–2001) was a highly respected German sculptor, object designer, and painter who left a lasting artistic legacy in Hamm. Following a background in mechanical engineering, he studied object design and sculpting in Münster before moving to Hamm in 1982 to work as a freelance artist.
